I'm sorry, but that is not a MOD I created. This package only provides translations for four MODs that I made.
While I.T.P.M.M. supports translations for other MODs, it requires a provider that supplies the translation text. This means that the reason you need to subscribe to both I.T.P.M.M. and this MOD is that I.T.P.M.M. finds a translation provider and performs the translation, while this MOD only acts as a provider that supplies the translation. Is there a provider MOD that is compatible with I.T.P.M.M. and provides translations for that MOD?
If possible, sending the log files would allow me to give you a more accurate answer, but you could also attach images of the untranslated text, identifiable images of any MOD information you are subscribed to and using, and images that show the configuration of I.T.P.M.M. This may help me get an idea of the problem.
There might be a different issue.
Since translations work well in my environment, could you please provide the log files?
This mod does not actually perform translations. It only provides texts to be used for translation, which are searched and used by I.T.P.M.M. to replace existing texts. Therefore, there is no need to activate this mod. Instead, activate I.T.P.M.M. and set the desired language in the settings of that mod. If there are no other issues, the translation should occur.

I.T.P.M.M. mod automatically loads this mod. Therefore, there is no need to activate this mod.
1. Open the following folder:
- Windows `C:\Users\[USERNAME]\Documents\Klei\OxygenNotIncluded\mods` or `%userprofile%\Documents\Klei\OxygenNotIncluded\mods`
- Mac OS `/Users/[USERNAME]/Library/Application Support/unity.Klei.Oxygen Not Included/mods`
- Linux `~/.config/unity3d/Klei/Oxygen Not Included/mods`
2. Open the `steam`(or `Steam`) folder.
3. Delete the `2785073113` folder.

I cannot comprehend why such an issue is occurring, but what's certain is that the problem stems from the Steam server's inability to fetch the latest files. Manually installing seems to be the best solution for now.
I believe the process of providing translations has become much simpler than before, but if you have any additional feedback or suggestions, please let me know.

I was worried there might be a conflict with another mod, since I never defined a file deletion action in the I.T.P.M.M. mod I created.
I've checked the screenshots and information you provided.
With this update, there have been significant changes to make the external translation file loading process easier.
Now, this mod only provides txt files and does not include any dlls, so it should not be displayed in the mod management screen. (Since there is no dll, it typically shouldn't be recognized as a mod.)
Please completely unsubscribe from the mod, start the game to confirm the 'mod has been removed' message, and then resubscribe.

I modified everything to provide simple translations without difficult programming skills or professional translation tools (.po).
Forget the old guides.
It's very simple and convenient to add translated text.

I am also aware of the points you pointed out, and am thinking about a localization method that does not require coding, whether it is a po file or a yaml file.
