Do you have a item Tweaker API installed?. Even if you did in the past, check to make sure you still have it now. For some reason my Item Tweaker API disappeared from my mod list and caused this mod to stop working. After I redownloaded it and enabled it in my existing save this mod worked again.
In order to apply the new values, you usually have to take existing bulbs out of an item then put them back in.

Which ever of the two is loaded last will dictate the max condition value for the light bulbs. If theirs loads last, your bulbs will be set to 5000% while if mine loads last it'll be set as 2 Billion %
At the time of this reply, LongLifeBulbs only does the plain white bulbs so there would be no conflict on colored bulbs and you'll get my colored bulbs regardless of load order
