Thanks for your report.
I've adjusted the legacy to be a house modifier instead. This should resolve the issue.
But unfortunatelly encountered one issue that kinda ruined my playthrough ... my dynasty got 5 zealot kings in a row (on default frequency) ... every single one of them unlocked the zealot dynasty legacy (not only forcefuly wasting a ton of renown but also increasing future legacy costs) because of that i wasnt able to have new legacy for over 200 years ... extremely anoying. I would suggest one of these solutions:
-make the legacy permanent
-make the legacy manualy unlockable to dynasty head instead of having it automatically bought
-make legacy not cost renown, or at least not increase the cost of future legacies
It was indeed a bug. I've uploaded the fix, save game compatible.
