If you aren't using then collection, then you should unsubscribe from "Omega's Modpack Compatibility".
If I don’t have that mod subscribed to in the game it shouldn’t happen.... I use your NSC2 compatibility mod...is there a solution without having to subscribe to that mod?

On the NSC2 side it takes into account NSC2's extra two starbase levels for the purpose of the starbase changes added by my traditions and also buffs the number of hardpoints on the starbase.
I just pushed an update to add the Planetary Diversity planet classes to the Capital Building so that you won't need the patch for just PD.
