I love the idea of this (haven't tried it out yet), but some of the effects are questionable: 1200 monarch points, 75 prestige, and a temporary -10 national unrest are unheard-of-overpowered, even if it's reward for an impressive conquest (which, realistically, only a human will ever accomplish in time and doesn't need such huge buffs). That's for Suleyman I.
Also, why does Charles V have different skills for Austria than Spain (2-3-3 vs 4-5-5), and aren't the "max_random_<skill>" modifiers nonfunctional since his skills are already defined right before?
