As for the mod working, I can't say for sure. Ever since creative assembly updated the shogun launcher to be the same as with their other games I have not been able to get any of my mods to work. So I can't update or verify it is still working.
I always promise to pay more attention to the sea but with every faction foucusing their navies on me its never realisitic
Its not exactly balanced or fair for the AI, but the only other fix would've been to remove AI's ability to train military ships and only give them the option to make trade ships, in which case they would waste more money than they'd make from the trade nodes building endless fleets of trade ships to fight in the sea.
So in a way it balances it out, since the AI won't be wasting money on water, they'll use more of it on land for armies and building stuff.
Question: since naval trade is an important part of income, I assume this is now gone from the game? Is there any balance done to offset the loss of income?
Long and very speculative answer (take it with a grain of salt): I believe that the first one is just flat how much money the AI gets to use on that specific area. The second one then could be how much of the AI's surplus income it can use in that area. For your purposes I recommend messing around with these values.
Seeing as making the values zero made the AI unable to recruit or spend money in that area, halving them would then, logically, make the AI able to use half as much money in that area, ergo smaller navies for your purposes. That's what I inferred at least.
As for the other two values, "navy_percentage_of_pool_to_save_on_fail," and "navy_turns_of_inactivity_until_cap", I've no clue what they could be, or do.
