描述
Removes the AI's capability to recruit navies by altering their budget allocations in the game files. Nothing else is changed. WORKS FOR ROTS AND FOTS

I had made this mod once before, but it never worked for whatever reason and I couldn't figure out why, until now. The reason was that I had spaces in the .pack file name, instead of underscores. Simple technical mistake that made the game act out.

If you have any technical issues that you are sure result from this mod and not other mods when playing please let me know in the comments.

the no navy or no agents mods from you are not working for me on mac :(

if the mod still works it is save game compatible, that is, the AI will not recruit any additional navies. whatever is there will have to be hunted down by you or others.

As for the mod working, I can't say for sure. Ever since creative assembly updated the shogun launcher to be the same as with their other games I have not been able to get any of my mods to work. So I can't update or verify it is still working.

Will try this, naval combat is tedious and i'm tired of my capital getting sniped by a full stack from across the map every 10 turns. Is it save game compatible per chance?

It should be updated now. Had a problem with the new launcher because it wouldn't update, or do anything in fact. Turns out the new way to upload mods requires the thumbnail to be a .png and not a .jpg like it was in the past. A good change that I wish they would have mentioned somewhere. If any of you in the future want to ask legacy mods to be updated mention this in case the modder doesn't know.
