My only suggestion is perhaps there should be a downside to the formation(otherwise, there's literally no reason to have it off unless youre moving from one part of the battlefield to the other, so you ALWAYS want it on in combat, pretty brainless), but I'm not sure what could be reasonably added. More vulnerability to flanking would make sense, but i don't think there's a way to do that. Maybe more vulnerability to missile fire because they're focusing their shields forward and not upwards? Maybe -5 attack instead of +5, because they can't consistently attack units who are out of position without risking opening up a vulnerability in the phalanx? Maybe reduce their anti-large bonus because the formation is aimed more at stopping infantry than huge monsters like dragons? Not sure.
That wouldn't really make any sense. Empire spearmen are their least experienced and weakest troops. Their spears just aren't as long, because they don't fight in an elven phalanx kind of way.
Empire lore tier is something like spearmen, spearmen with shields, swordsmen/halberds, greatswords.
