Hmmm. Thanks for the feedback! What do you think would be more balanced? Maybe 1C/1P/1 GA Point?

Work great. Thanks for the fix. My opinion is the +2 Culture and +2 Production per Social policy is too strong a bonus. Gained an early game advantage and maintained it. Culture Victory around 1920 game year.

I've adopted two social policies and don't see any change in Culture per turn. Do I have to complete the whole Social Policy tree to see the +2 culture in the Capital?
