On this composition case, it's on the Code Complete in the Hold Action.
I used the 3den AddAction feature (Also present in the vanilla game, but via scripting), to activate a trigger, this trigger is what starts the timeline.
It's a composition, not a mod or addon, you only can find compositions, in the eden editor.

I think it can work, but would need some proper scripts.
My guess would be testing a small script that starts the animation for each client at the same time.
especially on Tanoa, a lot of the buildings arent.
(there's ways to make it dynamic, but i haven't learned how to use in a right way the functions to do it yet).
So i don't really know if there is some way to make it work for servers.
This composition just creates the illusion of building destruction
Last time I checked BI Keyframe Animation doesn´t work on dedicated, but I hope it´s alright to dream.
If you don't want to use it, the command to start the timeline is:
[timeline_name] call BIS_fnc_timeline_play, you can put it on a trigger or the debug console.
@ValrathCommander, i haven't see any impact on the fps at all. But i don't tested making a mission with a lot of timelines happening at the same time, this potentially could make a loss of FPS.
