I wanted to ask for permission to modify one of the variants of school uniforms and use it in my mod

There's also Armor Upgrade (https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=928426842 ), which was apparently able to apply the same system to armors.
The Upgrade Anvil in FU? I have zero plans of using FU, so integrating with anything on there is unlikely. Unless you mean there's a different mod out there; then I can take a look at it.
It'll be highly dependent on how the mod handles the upgrades tho. Since the weapons in here are prefabs, it's a bit different compared to how the RNG weapons are handled.
That would be rather coincidental. Tho when we're measuring things by pixels, I wouldn't be surprised people could see some resemblances I guess.
