say what mod are you using to just color there hair instead of there arms, legs, visor, neck, and lower torso?

If you sub and resub now, the Glitch lights should show up as fullbright :)

I wonder if you could make a patch for this mod and https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=2422986190 so that the new glitch light colors could have a fullbright effect, there's already a mod that does this for all the vanilla colors btw
