Otherwise you probably use additional mods which are causing this issue.
1) What you state in the description.
2) That is kind of cheating, but I love it. When I open with Exploration & Expansion, the client statets get them, so if I colonize a province anywhere (Americas or Africa) and turn the colonies into client states, they do colonize on their own.
Not sure if this was intentional though.

Are you using other mods too?
because in my opinion the new DLC and updates are a mess and unplayable.
I'm playing on this version myself. Unfortunately this updated version doesn't work there.

Colonial nations can just be subjects in the americas, not in africa or asia. Thats why client states are useful.

It doesn't work, because extended timeline is basically an ultimate overhaul.
They change many files. And the files I need to change, in order to make Free Client States work, are also affected by extended timeline and would be overwritten. I would need to create a seperate mod which is compatible with extended timeline.
No sorry, thats nothing I would want myself.
But I remember already seeing a mod on the workshop which does that.
