It wasn't "abandoned" per se - it was deemed surplus to requirements to Correus and different government offices couldn't agree on the price to transfer ownership from Correus for nine years (!). The current Israeli owner got it cheaply because there was a restriction over future use (it had to be a public service building), so his initial application for use as a hotel was turned down. He re-applied with the use being changed to a private hospital which was approved - latest stories in the local press indicate that thanks to "changes in the law" he'll get his hotel after all. Of course, Malaga doesn't really need another hotel - but it could have become an office block providing year round employment rather than seasonal employment for a few - there's 5,000 m2 of space in that building.
