quite a novel concept. i have pitted it against unmanned civilian vessels and surprised me at how well it performed in groups of two. It is nimble, durable, good firepower with only 125 ammunition, which altho low is rather high for such a vessel but putting them into two is sufficient to make up for that. its flak cannons are top of the line so any vessel with no steel or iron can easily be torn into using little ammunition as possible. It took me a while to come up with a tactic to deploy them but i like to have them hover above the ground then ground them as i believe that is how they are supposed to work.

In addition to the concept of "mobile defense base", I couldn't think of the idea of "flying in the sky"!

I will try to make a work with the same idea someday!

There are several experimental marks of similar mobile static defence vessels (including a double rocket armed version). But tbh they do kinda end up just being expensive substandard static defences that can fly a bit. They can never be armed as well as a fort, and they can't fly as well as an airship. But so far I think flak one might be the most useful

But, since it can't move, yet it is not a building, how does it not count as grounded/immobile and gets auto destroyed?

You move it to a front line city that is likely to be attacked to support existing fortifications and defences. Then, when its no longer needed there you move it someplace else. Ground it as soon as combat begins. Its purely defensive and should always be in support of other forces.
