Expansion doesn't seem to be a cure all, and it still seems to differ between civs. Settling biases also exist, so if you have something like Portugal or Denmark in a pure land map (no coast), they may still end up with 2-3 cities by 2050. There's also the issue of barbarians, which eat their unprotected settlers. If you want to populate a map like the Battle Royale or something, try turning off barbarians, and the AI will start setting much more quickly.
@inahut: I thought that too, so I went into the sql file. It's a simple mod; all you need to do is change the numbers (higher = greater tendency). I'm using [Bias]+4 for MAJOR_CIV_APPROACH_WAR (among other changes)
I really don't know anything about how to make mods work if it fails via Steam..
^^^^ as well is this gonna make them TOO warmonging???
I've had an incredibly hard time getting the AI to trade their excess resources to me, yet sometimes they give me resources for free and won't accept payment.
Some other mod may be the culprit here, so no need for alarm.
