You're not following the instructions correctly then. The mod still works, and has worked for 4.5 years. Nothing has changed.
How can I add you as a contributor on the addon page?
I doubt anyone has been choosing these numbers as their addon file names, so there must be a way for Steam to auto assign a file name that isn't currently in use. How do I do that for the version of your mod that I edited?
The folder that comes out of it will have my mod extracted for you to easily change the values to what you want. Once you've done that, drag the entire folder that came from you dragging the file over the vpk executable, back over the vpk executable to repackage it
I'm also not sure what you mean by drag it over "vpk" as there is no folder inside "bin" labeled "vpk." Am I missing something?
