Ah I remember this mod back when the original owner had it for eu4, it was very nice. It is a shame it was not updated and eventually taken down

Don't you need to be Orthodox to form Byzantium? Maybe swap that out for holding Jerusalem as your primary title with parts of de jure Byzantium.

if you continue to work on the mod would you add a Hellenic path for it too, perhaps a roman oriental empire or something like that.

And in all honesty I don't see a reason to make it so it spawns Outremer, in any case, it would be a new culture of a mix between Greek, French and Levantine

I wouldn't really do it for money, I don't think these mods are big enough to even have monetary value, but I could try nonetheless to do it.

I think that it would be cool for this Empire to have its own separate Events that generate the Outremer Culture.

What differentiates this from the Empire of the Outremer, outside of Byzantium forming it?

I like this, I just create a Levantine Empire based on Cyprus, somehow looks alike yours but without Balkan.
