I hope he does not change it cause I find the modern Brazilian flag very ugly and the only way that I can play as Brazil is with this mod
-non-Zoroastrian symbol for ancient Persia? You end up with non-descript scimitars in Civ 4/5.
-symbols of Arabia? most cool looking calligraphy and architectural symbols are Islamic.
-'barbarian' civs? most material artifacts are invariably related to their myths and deities.
(wouldn't the Eagle of Zeus *technically* be a religious symbol too? ;p it's a great idea though!)
It's a bit of a swamp to try and avoid religious symbolism when choosing symbols for civs, particularly when the object is to also keep them immediately recognizable and easily associable with the civ in question. Nonetheless it could be a very interesting deep dive to try and make such a neutral, leader-appropriate take on civ icons some day.
P. S. Victoria or Providentia for Trajan and Crown of Isis for Cleopatra then
P. P. S. also there's the problem with many if not most icons being pretty much direct references to the faction's real life religion - seeing Buddhist 'Byzantium' (whole other topic - this entire civ should've been just a new leader for Rome really) with the Christogram as its icon is so odd
I might give it a stab in the future, but for the time being my modding for VI is complete unless problems show up.

- tweaked size and spacing of shields in Portugal's icon
- slightly tweaked Mogadishu icon
I personally like the vanilla icon quite a lot and wanted to keep it in the lite version.
- new icons for city-states: Anshan, Nalanda, Wolin
- new icon for Ayutthaya city-state from Sukritact's Siam
- new icons for Gaul (Sukritact's Vercingetorix) and Venice city-state
- beefed up icon for Byzantium
