Comparison of signal strength

How does this work as opposed to Penguin0s approach? GPS bases or actual comparisson of depth of modulation (signal strenght i guess) for the horizontal path?

It doesn’t work with penguin0’s system because it uses a completely different idea; it only works with my horizontal situation indicator and with my H175 instruments

question can this be use by any aircraft with any nav systems (i.e. penguin'Os airnav) as long as they have a radio if so what are the feuqencys for the airports?
