missing ligpaper recycling container

@shanttk91: Unfortunately there's no way to control what resource it outputs, so it just does a random one each time, just like the waste processing plant it's based of. And it only does the vanilla types, so not paper but "forestry products" - and that's the same for all of these.

will this make paper from landfills or do i still need forestry to make paper?
