Yep, that's the point, to make the tactical AI a little less dumb so you don't have to manual combat every single fight involving troopers. The trooper marauders also get a little less dumb though.

Unless you mean buffing AI Vanguard players, which is a side effect of the mod. I don't think I can make that go away, but it should be fine as Vanguard AI still seems weaker than the other factions, even with one less foot-shooting ability.

If anything, this is AI buff

These make up the bulk of the vanguard forces. They're disciplined and well equipped, but their obedience makes them predictable.(XCOM2 reference)
