Thanks @SvenBerlin, it's definitely enabled in Content Manager, I mean is he an educated male? I notice some custom citizen types are really rare in my city and I wonder why. It took me a long, long time to spot one Man of Culture hahaha.

Its a citizen. After subscribing , and if activated in content manager , Spiderman walk through your city as what all other citzens will do.
