For steam: C:\Program Files (x86)\Steam\steamapps\common\ARK\ShooterGame\Saved\Config\WindowsNoEditor\GameUserSettings.ini
Place the config at the bottom of the file, including [BloodExtractorPlus]. If you're playing on a server, the server needs to do this, not the users.

If you feel it's too cheaty, compensate by tweaking the amount of bags or the cooldown.

The main reason behind this is that blood bags are pretty crap. You need to damage yourself in order to get them, so you have to plan ahead. They're worse than health potions. They're almost worse than just having food. BUT, blood stalkers need crap loads of them.
If you think it's taking off too much health, just increase the quantity of bags you get to compensate. Too little health, lower the amount of bags you get.
I doubt I'll add more options.
If there was an INI option for a delay I could customize it to fit better. Just trying to avoid larger tribes being able to overly abuse it.
