it spawns with full fuel in the tank but when spawned, fuel goes to pipes. So dial shows reduced fuel in the tank.
Engine uses fuel in the pipes first which can cause different readout on fuel tank.
Yep, I began updating my old airplanes. This one was probably the worst in the collection in terms of both look and flight controls. Currently the only unchanged part of it is the instrument panel.

I guess you turned Engine Power before Avionics, so it caused engine not to start.
How about singleplayer?
I tried in multiplayer, it works. Have you turned on avionics?
You need to turn on engine power first.
