As for those other concerns, these heads should not show up on civilians.
Now when it comes to the mod just not working, make sure you have community highlander and avoid using XCOM2's vanilla launcher and use the alternative mod launcher instead. Google that if you don't know what it is. It's not hard to find.
Anyhow I wanted to pass on this info and say thanks again for making this.

If I were to delete this line and use your mod and set the slider to 0 in the mcm panel, would this stop any further soldiers being created with invisible heads. I know the above mentioned mod isn't yours, just wondering if you have the tech knowledge as I am uncertain and the author has been afk for some time.

If CTD persists even if the only active mods you have are this one and the Highlander there may be something left over in the config folder that is causing the CTD so you can try clearing the config folder (always make a backup before doing this) and have Steam do a file verification. These steps can clear up some issues that even a reinstall can't fix.
a lot of other mods have this listed as a dependency, kinda annoying.
-Completely Invisible Heads now require that the Character be a Soldier, Reaper, Templar or Skirmisher. The upshot is that Completely Invisible Heads should no longer appear on Engineers, Scientists or Civilians (and they did not during my testing).
-In order to do this, I had to make separate Invisible Head cosmetics for Reaper and Templar (the Skirmisher head was already separate).
-There is now a slider option for CompletelyInvisibleHeads in the Game Options menu (same place as all the other DLC content sliders).
If so, what's it called, as there are a lot of mods in that section and I can't tell which one it is.
