I believe it will degrade, however I have not had a pair on long enough to test that. I would assume after degrading to badly damaged or ruined it would start leaking.

Does it degrade? Like if it goes to worn/damage/badly damaged, it gets less and less rainproof?

Works only for the new clothing/gloves/boots in the types.xml folder, I did verify that the items will spawn around the map. I have both types spawning on my server, modded Rainproof & regular, I turned the regular way down.
