Water does not conduct electricity. The impurities in water conduct electricity. The current will take the shortest route from the toaster to ground (the drain in this case). If you are between the toaster and that connection you may be at some risk. If you stand in the bath and then touch the contacts of the toaster without submerging the toaster you will get electrocuted

@Jackmino water conducts electricity, if you sit in a bath of water then drop a plugged-in toaster you will get electrocuted, if you don't believe me then be my guest and try it yourself, (I haven't tried it, its just science and common sense)

The power from the toaster will follow the shortest route to ground. Most of the time that is not through your body. If I stand in a bath and drop a toaster in i probably won't even realise that it is on, it will just be like dropping a brick into water
