Even in a small galaxy I have no problems spawning them. No idea what could be happening to make them not spawn in your games.
Even stranger, I couldn't find the Artisan Troupe and friends either...
BTW, if you haven't done so, make sure you set it for them to Share Communications, otherwise they will never be met. This is such a common mistake that Paradox themselves did it with the Great Khan.
So I encountered the ecumenopolis and built a starbase for them -- they were in my borders for maybe a year? Before they became their own little territory and closed off their borders to me. This annoyed me since they're now blocking me off from the rest of the galaxy -- however because they've closed their borders to me I can't even get my troops in to invade.
Any ideas?

They are virtually guaranteed to spawn, unless there's something interrupting the on_game_start event that spawns them.

I'm looking into a way to make the trade value generated by the Planet-States only available after you sign a commercial pact with them - and upping the minimum opinion necessary to do it to 100.
