A behaviour like the GDR, the ability to fight in/over water would be the best solution but this normally has (has not should) to come from Firaxis.
Should they also not have issues with terrain.
It should be similar to the GDRs in this:
Has an advanced floating stabilization system allowing it to move through and fight on Coast and Ocean tiles as if they were land. The GDR doesn't lose Civ6Movement MPs to Embark or Disembark, and while in water retains its normal number of MPs (that is, it doesn't enjoy the boosts for Embarked units).
Hi, Shruik, all the mod does is cause flying units to retain the appearance they have when flying over land even when they are flying over water. Without the mod, instead of appearing to fly, the flying unit turns into a boat.
however it's sad that the fuel capacity of helicopters for instance, isn't shown as a number of turns until it has to go back to land or an airbase as in Civilization II, but this is asking a lot :')
