This code have been introduced by Paradox to be compatible with the CCPack. So, if it is excatly the same as the vanilla code, how could it block the change of the icons by the CPP ? Could you test it in a new fresh game please? I am afraid that the changes don't apply in your current game.
I looked through the mod files and found that the national_focus file soviet.txt, where icon = GFX~ is different, which seems to be the cause.
