This works perfectly fine.
But if another mod also modifies the amount of available civic points there might be an issue.
E&CA is the latest-updated of Ethics and Civics and such, all the stuff with special civics like Machine Cult, adds a new form of Government, etc.
The lines changed are:
NGameplay = {
GOVERNMENT_CIVIC_POINTS_BASE = 4 #formerly 2
}
Besides that it works just fine.
Due to the new launcher, I'm unable to upload the new version of the mod like I used to, I will have to investigate this issue further. I will upload the update as soon as I know more.
Nothing has changed ragarding the data though, so the 2.3 version can be used without any problems.
Therefore the AI also having more civics is 100% in the sense of the creator... my sense that is :P
Thanks man!

aswell...
NGameplay = {
GOVERNMENT_CIVIC_POINTS_BASE = 8
}
On how to get there, you can use the information provided in the wiki:

I also figured that 2 additional points would be quite what one needs to make the game more interesting, but doesn't just give you every civic.
