Kinda annoying that you can only get these if you have CoM since I'd take those Crimson trinkets in a heartbeat.

Well, they don't work for the Heiress no, but the Heiress does come pre-packed with her own set of trinkets

It means that promotion, his only skill with limited uses per battle, can be used again.

Does the reset all cooldowns tag mean that if the heir gets a kill then any buffs get their duration reset?
