Can confirm, AI builds lots of useless buildings. Having conquered my second world with like, 10 consumer good factories and 6 pops. Oh well, a multiplayer only mod.

This could work as it only changes a game configuration value.
Can't say for sure at the moment. I moved recently and will not have internet at home for about two more weeks.

This addon might lead to issues with the AI building all the slots full of useless buildings. I'm currently looking into this...
