Thanks for letting us know. I think I've recreated the issue, although generally it's best to submit a log (found in My Documents/Klei/Invisible Inc/logs, and overwritten at each launch, so you should back it up after you exit the game where you encountered a bug). It looks to be a compatibility issue with Age of Lever, assuming you have that mod. Did the guard perchance get "stuck" while moving earlier?
We'll get it fixed, stay tuned. Either on wodzu's end (who made Age of Lever) or ours or both.
I have a lot of mod's so maybe it wasn't this.
We have added five new custom algorithms to the mod for Carmen Sandiego (Carmen mod) and Ghuff, Mist, Dr. Pedler and N-Umi (Agents Mod Combo). You can check out the algorithms in the guide, or discover them for yourself! Mist has an additional algorithm that's only available with Permadeath - read the Permadeath Synergy Guide on how to make that happen. We also fixed several bugs and an anim issue.

I deleted mod folder. Refreshed mods. Enable only Contingency Plan, Red and Sim Constructor.
If you're not subscribed to it, do the following: Delete the contents of the mod folder, subscribe to Sim Constructor, start your game (will launch with no issue with the mod folder empty), refresh mods. Then you should be able to run this mod with no problem.
