I like the idea! I think the scale that this would reduce the game to is much better :)
However, this makes garrisons very big early game! A more complete balance mod would halve garrison sizes, and, I think cut down on recruitment slots a little.

This is a purely player penalty, since AI doesn't play by the same upkeep rules, no?

@Booty Warrior Z I addded another mod that should set the Tomb Kings back to a army capacity of 1. So keep using the upkeep mod then add this new submod tweak. https://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=1542079145

I played empire (turn 150) and I have radious, now the reason why I wanted your mod is to balance out radious since he cuts unit price by 60%, your increase actually balances the game more to my taste but he increased tombkings army tech by one in each tech line. this means that when i eventually fought TB they had 19 armies full of large and giants. since they have no upkeep they just pump out one army after another since the AI drops recruitment when income balance is low but for TB It's never low. So this only nerfs everyone but TB, without mods TB tech only increases armies by one (total of 7) for each line but with radious is two (total of 14). your Mod is still very good an works well just wanted to tone down TB back to vanilla.

I have been thinking about making another mod where I utilize making the expense high for the lord and not the units, or reducing unit recruitment costs. Tinkering with those could really make it interesting, especially with recruitment.

@Booty Warrior Z, So far i have not come accross any information on how anyone has balanced that yet. The only thing im aware of is by setting something like the army capacity but that is already set at 1 on vanilla which is what i left it at. Otherwise they wouldnt be able to do anything i believe. I have only gotten to ~60 turns so far in my skaven campaign and havent run into them yet. It would be great to know how it goes if you decide to try this mod.

Does this affect tombkings? like how many they can recruit?
