This adds 100% additional upkeep costs to both player and ai regardless of difficulty; so both have the same total upkeep, no difference.

I like the idea! I think the scale that this would reduce the game to is much better :)
However, this makes garrisons very big early game! A more complete balance mod would halve garrison sizes, and, I think cut down on recruitment slots a little.

This is a purely player penalty, since AI doesn't play by the same upkeep rules, no?
