Unfortunately, with the initial call and the way it's written, no 911 operator would be allowed to remain on the line to talk to him. The child would be directed to something like 988 as 911 operators aren't allowed to remain on the line to just talk. If there isn't an emergency they have to clear the line. It's a nice little story and an interesting one, but it doesn't fit the game in it's current state.
