Sorry for being away for so long. Fixed the Diversify glitch by removing the +1 to Foreign Population. Diversify Law now only stops the growth of the Original Population.

@Jacobheder most of the new governments have 2 party systems (just like the Federal/Republics), except Oligarchy have all 3 parties. I still can't get the election actions to appear on the Government Selection screen, but they work in the elections.

Okay so some testing later, it appears as if the AI tries to use both purify and diversify. This means 0 growth which is very bad. I suggest preventing both and removing the +1 food from diversify so the AI doesn't try to grow the one minor pop they have whilst stunting their entire empires. It's clearly a player-only law.

@Kingsman sorry I been away. First time hearing about this bug. I know some of my laws increase food. Maybe the AI are using a combination of those laws to colonized faster. I haven't see this for myself. What kind of map are you using and what's your game settings?

Why has no one picked up on the AI colonising in 1 turn bug with this mod? It makes the game unplayable, you can't do anything to stop the AI expanding.

Hey I have no idea what is causing this, but after doing some experiments with the mod, the AI is expanding seriously fast...I mean they are able to colonize whole systems in just a single turn and it's happening constantly. Horatio managed to create 9 fully colonized systems in just 25 turns.

Found an odd bug that you might want to look in to while you're working on updates. I made a custom faction and had the Eternal War trait (no peace unless Pacifists are in a politic slot). Until the first election in game, I was able to interact with minor civs as usual. After the election, I lost the ability to do anything other than declare war BUT the option where it normally gives you a quest, which was greyed out and not usable, changed constantly to various actions like Bribe (Lumeris), Convert or whatever for Vodyani, etc. I also once forced the Pacifists in to power and still wasn't able to interact with the minor civs OR anyone else at all.. even though Eternal War trait says I should be able to. Tried with only your mod running and had the same effect.
