i just flipped all the switches and it worked.

If the Number two engine starts but one and three refuse to start, trying leaving the starter on for around 30 seconds or so. If the lights on the buttons go out, its because you ran out of electricity. To fix it, turn on batteries, one-four and turn off the fuel cutoff key in front of the engine two radiator.

followed the instructions but it wont even cycle the engines
