So you would create the directories to that point, then create a text document and rename it to something like tf2.dat and don't put anything in the file.
I have just tested this mod on 56.16 vanilla server, it works, start with equipment, timers, etc.
To be crystal clear with you this mod is absolutly broken. You don't have your suit, weapon or transport of some sort. If 1 player recieved a weapon, you will not be able to recieve the same. For example I completed 2 maps without a weapon completly naked.
Such folder doesn't exist.

You can find those in Steam\steamapps\common\Synergy\synergy\content
It may be a content loader overflow problem.
The second last map should be ptsd_festive_final_1 try moving over the support files again, maybe the edt's didn't register.
