You can just unbind Tab to do so.

I would love a mod that disappear with the scoreboard, like it doesn't matter how hard you press Tab, nothing will change on your screen. Nobody did it yet, do you accept requests?

You can do it without any mods, just need some console commands. Here's a code I use for that.

bind "TAB" "+custom_tab"
alias "+custom_tab" "+score;net_graph 4"
alias "-custom_tab" "-score;net_graph 0"

Write this code in your .cfg file, then net graphs will be shown while the tab key is being pressed.
