In the file "outpostpenguinscientist.npctype"? is the Aggy file (obviously you would have to make a .patch file with those lines that I put, to add them without modifying the original), the one that changes color because of this mod, I have not tested it, I do not know if it will give error or not this solution, but this is what the NPC Koichi uses when he goes to the Outpost after his mission.
My theory is that adding the persistent thing will make Aggy not change, but as I say, I have not tested this.

Still, I dunno how nobody has done something similar yet
I kind of suggest making a version that has different palettes based on real types of penguins, but that's up to you for very obvious reasons
