I haven't tried it, but someone has tried to add this:

In the file "outpostpenguinscientist.npctype"? is the Aggy file (obviously you would have to make a .patch file with those lines that I put, to add them without modifying the original), the one that changes color because of this mod, I have not tested it, I do not know if it will give error or not this solution, but this is what the NPC Koichi uses when he goes to the Outpost after his mission.

My theory is that adding the persistent thing will make Aggy not change, but as I say, I have not tested this.

I should probably add that my fix allows the beak color to be changed by hat color.

I figured out how to make the beak colors work. You just need to add this block to the top of your penguin.species.patch file:

Yeah the beak colors don't work: I'm not entirely certain why either but didn't see it as being worth it to put time or effort into figuring out.

Why don't the beak colors seem to work..? I unpacked it because I wanted to add s'more colors, and I see that there's colors for the beaks/feet in there, they just don't seem to be alterable in creation? Using penguin enabler for context.
