City 8 is a metroplex that is located in Tokyo, Japan.

I'm gonna back away from this arbitrary geography debate to ask a question. There are some posters that recur throughout these maps, one of a Hispanic-looking woman and the other of an Asian man, neither of whom bear any resemblance to the hl2 npcs. Will you be able to make npcs of those people, for story purposes? I would really like that.

Well, meh. Given the fact that in the hl2 beta the combine 'leader' was the consul and the consul has the accent of a russian person, to me anyway, then it would make sense for it to be Russian, but the train station does still resemble Paddington Station, but there is a chance Valve were trying to make the city look like a combination of all European Countries, just like AlphaBine said.

City 17 has the architecture of Saint Petersburg - its completely the same, look it up.
I agree with AViO, the train station looks like it.
Just get off with it guys, City 17 is just a city that is blended with other cities, the origin will never be unknown.

No, I think they're in the 'Combine's language' or something like that, also it cannot be Russia due to the fact that on the HL2 forums it states that Half Life 2 takes place somewhere in Eastern Europe, so that would include the UK, France, Spain and Portugal and a few other countries I can't be arsed to list as well. I think its somewhere in England as the train station somewhat resembles Paddington station on the London - Faversham high speed rail track. It would also explain the large number of flats.(apartments to you American folks)

Im pretty sure City17 is in russia due to uncanny similarities to russian areas and the grafiti textures and decals sometimes are in russian.

City 14 is Amercia btw but for City 17 fans it takes place in russia or Ukraine the buildings and areas having similiar looks and havingh somewhat small town feel aswell

Would it betoo difficult to create NPCs and playermodels that are identical to the two people who appear in the recurring yellow propaganda posters? I feel that would add more to a roleplay map like this. Give it more of a story.

City 8 is in Tokyo, Japan. City 17's location is unknown, but many presume that it is Ukraine due to many things in city 17 matching places in Ukraine. (How weird that there is a uprising
in Ukraine and in half life 2, the citizens have a uprising against the Combine and it's weirder
that the Ukraine Citizens are uprising against leaders.)
