This alert in the graphic "1 refugees went to Cairo" never pops up although I've had the mod enabled for probably years now.

No. This 0.25 is related with base game CITY_POPULATION_LOSS_TO_CONQUEST_PERCENTAGE value. If you change just REFUGEES_PERCENT you will brake balance (in a way people emerging from nowhere in target city while conquered city will lose only 25%).
You need to change both values.

Very interesting mod.
I want to increase percentage of refugees so cities when captured lose 75% of the population. Can I just change local REFUGEES_PERCENT = 0.25 to 0.75?

Seems neato, will try it out my next game. Hopefully the refugees like my civ and they won't leave to another nation, I need the population. Seriously, I've never gotten a city above like 10 or 12 population.

Yes, it works with RF. And multiplayer also.
And yes it is just limited spin off from More Strategy mod. No plans to expand it for the moment. Maybe some time later.

Glad you like it! I am actually surprised myself how much more dynamism and realism it added to the game. Sometimes when you are short on amenities or food additional population creates so much trouble. Like in real life. But if you overcome crysis on longer term it is somehow always good to have more population.

I love this mod!
It made the game so much more interesting.
Every time I would liberate a city, a few refugees would decide to join one of my nearest cities. In other words, it gives the player an additional incentive to liberate the oppressed. :)

Actually, I've noticed a lot of players are lurkers and don't leave comments. I'm active in responding to mods for Civ6. I've logged almost 700 hours to this game so I make sure to tell people what I think. :steamhappy: The only other thing I have to say about this is that the screencapture example showing 1 is misleading if you're saying that it will always spawn 3 refugees at a time.

Your critical remarks are absolutely valid. I am surprised no one rised these issues earler. Actually this mod is just a spin-off and stripped down version of refugees feature from another my mod More Strategy. Consider it like "demo" version. You will always get 3 refugees with this mod despite actual number of population. Also city selection algorithm is significantly simplified in comparison with original.

I tested this out in a game recenly. The refugees actually run everywhere, including to the attacker's cities. They only spawn 3 at a time and it happens minimum of twice but sometimes up to 4 times per city attack during a war. As much as I love the idea behind this, this is too much population over a brief period of time. For example, I had a city with 6/8 housing and then suddenly I found myself with 15/8 because the bug in the mod made it triple up on 3 refugees. :steamfacepalm:

But what if the refugees come into the country illegally? In that case they probably wouldn't care whether they are wanted there or not. Nor you and your government could do anything about the matter.
