You need to change both values.
I want to increase percentage of refugees so cities when captured lose 75% of the population. Can I just change local REFUGEES_PERCENT = 0.25 to 0.75?

And yes it is just limited spin off from More Strategy mod. No plans to expand it for the moment. Maybe some time later.

Glad you like it! I am actually surprised myself how much more dynamism and realism it added to the game. Sometimes when you are short on amenities or food additional population creates so much trouble. Like in real life. But if you overcome crysis on longer term it is somehow always good to have more population.
It made the game so much more interesting.
Every time I would liberate a city, a few refugees would decide to join one of my nearest cities. In other words, it gives the player an additional incentive to liberate the oppressed. :)

Actually, I've noticed a lot of players are lurkers and don't leave comments. I'm active in responding to mods for Civ6. I've logged almost 700 hours to this game so I make sure to tell people what I think.
Your critical remarks are absolutely valid. I am surprised no one rised these issues earler. Actually this mod is just a spin-off and stripped down version of refugees feature from another my mod More Strategy. Consider it like "demo" version. You will always get 3 refugees with this mod despite actual number of population. Also city selection algorithm is significantly simplified in comparison with original.
But what if the refugees come into the country illegally? In that case they probably wouldn't care whether they are wanted there or not. Nor you and your government could do anything about the matter.
Does it also work with vanilla CiVI (asking out of curiosity)?
