My blue lights mod doesn't add any new files or dependencies, so removing it shouldn't cause any issues.
In the same drive as your ATS intallation (C by default), go to Program Files (x86)\SteamLibrary\steamapps\workshop\content\270880\1197165609. It may also be named Program Files (x86)\Steam\steamapps\workshop\content\270880\1197165609
Open "versions.siii" with Notepad or any text editor, and add your current game version to the list. For 1.38 for example, like so:

I have only now realized that SCS updated the blue lights back in 2018 with version 1.32. The blue colour is now as realistic as this mod, if not superior. Therefore I have discontinued the mod and disabled it for game versions 1.32 and newer. You can safely unsubscribe and/or disable this mod and it will not "break" your save.
I'm sorry for not realizing this sooner and tending to it.
Otherwise, I know it sounds like a cop-out for me to say "it must be another mod", but it's true. You may have an older truck or trailer mod that includes the older flare model.
