This changes the awakening event, so forcing that event is fine. It doesn't necessarily have to fire naturally.
Oh, and of course update descriptor.mod to reflect the new version, but that's just for the game launcher. It doesn't actually affect anything in-game.
I recommend changing the last 40 to a 0 instead. Much easier and IMO better design-wise.

Your preferred version would be much easier to implement, since it leaves the random_list intact and simply removes the "nothing happens"-option. I'll do that right now. What nontrivial random percentage did you have in mind?
I definitely want a War in Heaven in every game with two opposing FEs, but I also want a nontrivial random chance that not-opposing FEs will have the War. Does this mod do that? If not, how could that be modded?
