to players: rare bags are cheaper than trying to get a wand/staff from common/uncommon ones

small/medium magic bags try to give common/uncommon wands/staffs, which results in perfectly generic items, because common/uncommon magic weapons are not a thing

@Xannthas I'm try to fix the level drop since it only drop level 1, please wait I'm still on vacation.

What determines the level of the drop? I'm a little over halfway through the story and it still only gives me LV 1 equipment.
