It's also a thing on some TF2 maps as well as some HL2 maps, the grass and some wall textures get bugged, there's fixes for those available on the workshop too.

If anyone was wondering why the shotgun is so messed up in the first place, I think it's because of the HL2 shotgun. Those two weapons aren't supposed to be in the same game, so when applying the texture to the HL2 shotgun it also sees a shotgun with the same name and applies the HL2 texture to the TF2 one.

The actuall shotgun itself is in the game, just go through the TF2 weapon files in Garry's mod, you'll eventually find the Shotgun.

Maybe you shouldn't keep your addon on the workshop if it breaks a texture in the game which you can't fix unless you reinstall the game entirely?
